Bug Description

In the future we should be using oslo.config natively through out the UCSM driver, so remove a one line helper method that is currently wrapping a native oslo.config call.

    Use ucsm https_verify configuration directly from oslo config

    This patch removes the one line helper function used for accessing the
    https_verify config option, and replaces it with accessing oslo config
    directly when needed.
