The difference that I can see between the working one and the not working one is this:

The hosts file in undercloud for the failing one is using ipv6 address for the host overcloud-novacompute-0.localdomain, overcloud-controller-0.localdomain and overcloud-cephstorage-0.localdomain.

    ipv4 address for overcloud nodes in ssh.config.ansible

    The ansible_fqdn variable appears to be getting
    overwritten during fact gathering. Create a unique
    variable to define the default address for overcloud
    nodes.
