tripleo set wrong nova-conductor log file

Bug Description

On tripleo-heat-templates the path set for the log of the service nova-conductor is not properly set.

The path should be /var/log/nova/nova-conductor.log

Fix log file nova-conductor service

The nova-conductor log file is not properly set on the puppet service.

This fix the path to the nova-conductor file
