Bug Description

Upgrade from 17.10 to 18.04 fails with triggers looping.

1. Install 17.10.1 + all the updates
2. Install bamfdaemon, gnome-icon-theme
3. Upgrade to Bionic

While upgrading a system to bionic today the failure was reported about dbus in bug 1743657.

I hit this bug a few minutes ago, but upgrading from the ubuntu-gnome-vanilla-desktop package in 17.10. bamfdaemon is not installed but gnome-icon-theme is.

I believe Critical is justified because it means a failed upgrade from a stable release.

rls-bb-incoming was added but then later removed -- so this has been triaged by Foundations?

I was unable to recreate this bug when upgrading from Ubuntu 17.10 to Ubuntu 18.04 today with the packages bamfdaemon and gnome-icon-theme installed.
