process status alarms not raised on service stops

Seen in r5.0.0-160 newton:

Alarms were not raised on service stops of 'contrail-snmp-connector', 'contrail-schema', 'contrail-control' and 'contrail-database'.

Affected tests:

revert polling for 'fat' containers on 16.04
