releasing pod vm sporadically fails

Bug Description

Releasing a pod vm sporadically fails, with the failure "Power off for the node failed: Failed talking to node's BMC: juju-3: Failed to power off VM".

However, the VM actually was shut down. It's not clear from the logs why MAAS thinks it failed.

You can see the traceback in the rackd.log for 10.244.40.31 in the attached tarball.

This is with maas 2.3.0-6434-gd354690-0ubuntu1~16.04.1 on xenial.
