Broken GUI in Ubuntu MATE Live Session

Bug Description

Device: MacBook Air, late 2013

-The toolbar on the top and the bottom loads, but they seem to be images only.

-I cannot click on the Applications, Places, System, Firefox, or MATE Welcome, nor the power button on the top bar.

-The Bottom bar's show desktop and switch desktop does not click either.

-My cursor shows and tracks, but it does not seem to register clicks. This is both with a mouse and a trackpad.

-Background image is black.

I've seen something similar in Ubuntu MATE 17.10. We boot the live session a lot at work on various PCs that people bring in, and maybe 1 or 2 out of 10 do something like this. What we get is what is described in this bug, except we get the correct desktop background and NO Welcome. If Welcome loads, it will work OK for us.

*Usually* it will work when we reboot and try again, but sometimes it takes a few tries. I haven't been able to look at it systematically because they are other people's computers. Some have hardware issues like failing HDs, but I've never seen this on earlier versions of Ubuntu. (Due to the firmware bug, we've gone back to 17.04 for now.)
