Add tapering option to pcbnew line segment

Bug Description

It would be nice to have the option of setting a start and end line width for individual segments in pcbnew. This would be a smooth taper from a wide, low-impedance trace to a narrower trace. Note, the taper should have an option for linear or curved.

@nickoe, you are right, one can backend a shape description file into a parametric necking but that's not really the idea here. I am envisioning having two traces of different widths be connected by a taper item. This is a logical extension of teardrops (see attached image), so I'm just noting here for my v6 list.
