ci.centos does not execute tempest consistently

We've known this but made a mistake by re-enabling tempest in ci.centos somehow.
Turn off tempest in an env config by default in ci.centos.

    add env for ci.centos to turn off tempest

    ci.centos can not run tempest. This creates
    a default config for ci.centos where we use
    only ping.
