Bug Description

To paraphrase the Debian bugs:

The Poppler Qt4 bindings have been removed upstream in Poppler 0.62.0. They will be gone from Debian
soon, once we update to that version.

These apps should switch to the Qt5 bindings, or disable Poppler support if the former is not possible.

cirkuit's dependency on libpoppler-qt4-4 is now blocking the poppler and mpfr4 transitions in bionic, and so cirkuit will be demoted to bionic-proposed shortly to unblock the updates of the other related 120+ packages.
