Rectangles do not snap accurately to grid

Bug Description
Version : today's SVN (16616), and .45.1
Steps to reproduce :
* units = px
* set grid : origin (0,0) ; interspacing 1x1
* set snapping of nodes, snap to grid at any distance
* draw a rectangle : origin (0,0) , dimensions 40x40, stroke 1mm thick.
* change its dimensions with the mouse : add 1,1. Scaling doesn't affect line thickness.
* change its dimensions with the mouse : remove 1,1. Scaling doesn't affect line thickness.
Now if you look at the rectangle's dimensions, it is 39.975x39.975.
I would prefer 40x40.

Yeah, this is a weird one-- Confirmed under Linux in today's SVN 17236.
If you resize the rectangle using the node tool, then it behaves correctly. Must have to do with bounding box calculation?
