Version: 4.1.1.0-72
This issue seen only Esxi/ComputeVM and works fine on KVM compute.
Kamlesh debugged the setup and as fix for Bug#1737308 is in this version, this bug opened for tracking this.
ntpq server is seen pointing to "reimage SM" and not "provisioning SM"

Configure the dhcp server with appropriate ntp server, in your case 10.87.36.15 in /etc/cobbler/
option ntp-servers 10.87.66.236;
The NTP server configured via dhcp is not overwritten with /etc/ntp.conf. This is OS behavior.
