cannot differentiate section from course-level skill drivers in section view

After

Skill Drivers -> Section-level skill drivers

both section and course-level skill drivers appear and cannot be distinguished.

At a minimum, the check box next to the course-level skill drivers should not appear here, since deletion is not a valid option from this screen.

This is also an issue when viewing the list of skill drivers to actually grade. Currently the section-level skill drivers are at the top of the list and the course-level at the bottom but there is no way to determine a difference between them without knowing that. And even if you knew that there is no way to tell where the list of section-level skill drivers stopped and course-level skill drivers began. Checkboxes next to the skill drivers in this view would probably not be helpful because you can't delete them or edit them in this view. Maybe different colors could represent section-level vs. course-level and have a legend somewhere on the page noting the difference.

How do you get to that page? (grading skill drivers)

Grading Skill Drivers is:

Sections -> (Choose Section) -> Grade Skill Drivers or the Skill Drivers tab -> (Choose Skill Driver)

You should work on that view and on Skill Drivers (in the top tab bar) -> Section-level skill drivers -> (Choose Section)

These should both separate the Course from the Section skill drivers, AND order them by when they were created / imported (when import works)

the Course skill drivers should not ever have a delete button next to them (it could have a link to the course skill driver list if they need to delete however.)

The Section skill drivers should look as they are now with delete capabilities.
