Webstaff - Add Latency Test Page

Wish list item:

Add a network (websockets) latency test under the Admin > workstation UI

This would help troubleshoot latency issues from the browser.

Pushed another commit that tweaks the way the test pings are fired off, making the initial 10 pings fire one after the other so that only one request is in-flight at a time. Thanks to berick for the suggestion!

I've just added an ascii doc file under docs/RELEASE_NOTES_NEXT/Administration/latency_tester_tool.adoc in a new commit to the top of the above branch.

I've got a few suggestions for follow-up, but that will need to wait for tomorrow; out of steam for tonight :)
