Bug Description

Hi!
I tried to setup stonith using MAAS on 16.04. It was failing to login to maas as in
 /var/lib/juju/agents/unit-mysql-hacluster-0/charm/hooks/maas.py
line with function login:
 cmd = ['maas-cli', 'login', MAAS_PROFILE_NAME, self.url, self.creds]

MAAS 2.3.0 (6434-gd354690-0ubuntu1~16.04.1)

There is no maas-cli command but in 2.3 command is "maas login".

I think that the stonith support has gradually bit rotted since its original implementation against a much older version of MAAS that is currently in 16.04.

This feature is obviously not being used (based on this being the only bug report that this is broken in 1.5 years since 16.04 release).

It may be possible to rework the code to work with MAAS 2.x; Marking Triaged/Low for now.
