Looking at DpkgTerminalLog file suggest this is not a problem caused by ubuntu-fan but something related to runmbbservice that causes the update of sysvinit scripts to fail. That update is triggered by ubuntu-fan post-install hooks.

The mbbservice looks to be a non-standard driver related to a Huawei 4G dongle (see https://answers.launchpad.net/ubuntu/+source/apt/+question/284708).
