item status list uses policy code for Owning Library

In Item Status list view, the column picker option "Owning Library" displays the library OU code. Displaying the OU shortname here is preferable, and consistent with what was done in XUL as well as what is used in the Item Status detail view.

This is affecting spine label printing for libraries that export data as CSV and need the shortname.

The following commit addresses the bug with Owning Library not being fleshed out. I actually tackled it as part of the broader bugs detailed in 1738249 for the item status page grid.
