[ci] bare metal jobs have extreme verbosity enabled by default

The bare metal jobs used in rdophase2 are calling quickstart.sh with --ansible-debug, so the output for each and every ansible task is run with -vvvv. This impedes diagnoses of CI issues, and makes the console logs massive.
