python-requests doesn't specify Multi-Arch in debian/control

Bug Description
The package python-requests doesn't declare multi-arch correctly. According to the spec [1], because it's "Architecture: all", I believe "Multi-Arch: foreign" should be specified so that the native package can be installed.
As an example of where this currently fails:
$ sudo apt-get install ceph-common:armhf
