web client: patron search - inconsistent cursor

Bug Description

Tested on 2.12.8 and 3.0.2

On the initial patron search screen (i.e. blank search form and no patron selected)

The tabs at the top: check out, items out, holds, bills, messages, edit, other are in gray and inactive.

When you mouse over the tabs you get a white hand for all the tabs except edit which is a circle with a line through (indicates the option is unavailable).

I am not sure why the edit tab is different from the rest, but when the tabs are gray (unavailable) they should probably all have the unavailable cursor indicator.

This behavior also appears on Circulation > Check Out

In this case the Patron Search top tabs are gray (inactive). All have a white hand cursor except Edit which has the circle with a line through it, however I noticed that clicking edit takes you to the patron search screen (it does this on patron search but it's not as obvious since you are already on that screen).

Edit is essentially acting like search when no patron is selected.

When a patron is selected, edit takes you to the patron record.

We do have a Patron Search option to the far right.

I am thinking that Edit should only be clickable when active (i.e. a patron is selected) and that users should click patron search to go to the search interface from checkout.
