Bug Description

https://review.opencontrail.org/#/c/38109/ renamed ``IsPending'' to ``ServiceChainIsPending'' however reference in tests was missed, and CI voted success leading to merge. Fix the tests that were broken by this change.

Fix bgp_config_test compilation errors

Two different reviews have been merged that break bgp_config_test
compilation - fixing both to get tests to compile and run again.
