cramfs package not included in artful

Bug Description

cramfs/cramfsprogs is missing from artful (it was there in previous versions)

This is problematic as the fuse packages for this fs don't include cramfsck and things like binwalk need that.

Looks like it was removed from 17.10 with the following message:
"(From Debian) ROM; obsoleted by squashfs and initramfs (...)"

The problem (of course) being that a lot of embedded IoT devices still use it, meaning that if you want to pick them apart or modify them, it's needed.

This should've never been removed since lots of embedded/IoT devices still use it. I remember quite a few tools breaking and thinking this PiTA would've been sorted out by the next LTS. Fast forward two years and it's still unassigned.
