Bug Description

When clicking on a file on the desktop with Text Editor already open (but minimized), a loading circle for the Text editor appears next to Activities and doesn't disappear for a while (despite the file having been open in the background). Probably related to bug 1737184.

I imagine this will be fixed when bug 1737184 is fixed and that the loading circle is there because the window isn't coming up.

Sounds like a consequence/duplicate of bug 1723403.
