Validation won't work after undercloud upgrade

Steps to reproduce
==================
Install Ocata Undercloud and Ocata Overcloud using quickstart.sh --release ocata

# source stackrc
# mistral execution-get-output $(openstack workflow execution create -f value -c ID tripleo.validations.v1.run_groups '{"group_names": ["pre-upgrade"]})
openstack undercloud upgrade

Run validation again
# mistral execution-get-output $(openstack workflow execution create -f value -c ID tripleo.validations.v1.run_groups '{"group_names": ["pre-upgrade"]}

Expected result
===============
{ SUCCESS } in output

Actual result
=============
{}

Environment
===========
1. At the beginning it was Ocata/Ocata, then undercloud was upgraded to Pike while overcloud remained Ocata

As part of upgrade openstack-tripleo-validations were upgraded to latest which is not compatible with previous releases

# rpm -qf /usr/share/openstack-tripleo-validations/
openstack-tripleo-validations-7.4.4-0.20171207141021.3efc525.el7.centos.noarch

Expected: openstack-tripleo-validations should contain all versions without deletion /usr/share/openstack-tripleo-validations/<OS_VERSION> so validation should run agains the actual version of overcloud
