Staff catalog limit-to-available produces no results / SQL error

Bug Description

Evergreen 3.0.2

Steps to reproduce:

1. In the browser or XUL staff client, perform a simple catalog search.
2. Once results display, click the "Limit to Available Items" checkbox
3. No results are displayed.

The Postgres logs show:

ERROR: missing FROM-clause entry for table "bre" at character 4394

I suspect the problem occurs here:

(bre.vis_attr_vector IS NULL OR ...)

Note this error does not occur in the public (non-staff) catalog.

I'm addressing this over in bug 1736419 as they're both QP fixes, and this one is both the smaller fix and necessarily adjacent.
