[UI] Service Instances page throws an error in case of vcenter mode

Bug Description

In case of vcenter mode, "https://<ipAddress>:8143/vcenter", Configure > Services > Service Instances page throws an error.

Noticed the issue is that it issues a call to nova to get instance status and it fails in vcenter mode. Need to add a check to not issue nova call in case of vcenter.
