You may need to run the following from a terminal:

sudo apt-get install -f
sudo apt-get clean
sudo apt-get update

Then re-install the package or updates.

If that does not resolve your issue, please mark the bug as "Confirmed"

This morning, software updater popped up and the red disc was not in the status area. I ran the update which failed again for same reason.

Just now, I tried synaptic pkg mgr again,broken filter, which still gave the 'no file name' error on linux headers. But it took the ...headers... .19 package of the broken list this time. I was able to reload mark all/unfiltered updates and apply successfully.
Then I ran software updater which asked for a restart, did it, ran updater again--up to date.

Each time I attempt to run 'sudo apt --fix-broken install' a new file is listed prior to 'Operation not permitted' eventually my wireless settings were broken, and I was unable to access the internet through eth0 as it disappeared. I ended up booting into a previous kernel 4.13.0-18 and my network configuration allowed internet access. I'm unable to delete the kernel due to the unmet dependencies, and I'm unable to update other packages due to the unmet dependencies. So I'm not sure where to go from here.
