Bug Description

Sub tabs are not getting displayed in WebUI.

Example the subtabs like Global, Domain and Project under Configure->RBAC are not visible. The same issue is seen for other subtabs as well.

Seen this issue while running through script.

5.0 - 122 build and 4.1 - 7 build onwards

Sub tabs are not getting displayed in UI in test environment

Issue was seen only in the test environment.
The sub tabs were not visibile when scroll is there.

Sub tabs are not getting displayed in UI in test environment

Issue was seen only in the test environment.
The sub tabs were not visibile when scroll is there.
Also fixed the following related issues:
1)Page flicker was happening On scrolling menu content when the page
content is less (config->Infra->BGP Router in the minimized window
2)On page scroll sometimes popover/tooltip content appearing over
the breadcrumb
3)Removed the scroll delay functionality as it is affecting the UX.
