RFE: do not send tempest notifications for errors when logs are not available.

It is not helpful for users to receive tempest emails notifications with failures if the log url is not provided. Atm we tell the user the job name and where to potentially log for the logs. This occurs because the email is sent at run time and log url is not yet generated.

Let's take this back to a design session and figure out a better way to handle the issue.

Thanks for this RFE! I totally understand why the first pass on the notifications was done the way it was but honestly I do think that given work pressures very few recipients of an email with links will remember or have a clear opportunity to go back and visit failing links later to see if now they work.

    As per request, do not send email when there's no logs available,
    since it's useless.
