web client: number of rows can't be specified in negative balance interface

Bug Description

In the Patrons with Negative Balances interface, the option to change the number of rows that display does not actually change the number of rows that display. While testing under an org unit that had six patrons with negative balances, I changed the row count to five, but all six patrons continued to display. While testing another org unit that had 17 patrons with negative balances, changing the selector to 10 did not change the number of patrons who displayed.

Since our libraries prohibit negative balances, I couldn't find an example with more than 25 to see if the default 25-rows-per-page worked properly.

Confirmed in version 3.1.6

The row count selection is not honored.

Looks like this is fixed in 3.11 with the new angular interface for Patrons with Negative Balances
