dpdk: Port to Python3 needed. No dependencies on other Python modules.

Already prepared that way in 17.11 in experimental.
Just polishing a few more things before going to unstable and then syncing from there into Bionic.

Sync of the package is started, this will trigger issues with openvswitch (patches for that are ready and will be uploaded later on once in dpdk is ready in bionic-proposed), but therefore the expected time from sync to fix might be more than usual.

Oh I just found that dpdk-doc is still depending on python.
So the sync wont auto fix it yet, setting back to triaged.

We would need to check latest doc python code if all would work.

Changes complete in deb_dpdk project.
The nex upload to Debian will include this, but prio isn't high enough to upload it yet.
Likely when we have more fixes accumulated.

please fix this before feature freeze. the package still depends on python-pyelftools.

This is in b-proposed, but needs an acceptance on the MP I just merged.
It is a 32 bit issue due to a kernel problem and we need to bump the britney hints so that it can pass.
