Bug Description

I have installed Ubuntu 17.10 (amd64) several times now and I have noticed it retains an issue that has been present in the Ubuntu installer (I forget its name) for several years, if not since the inception of the current installer so my apologies for only just reporting this.

If you install Ubuntu on a computer that has an active ethernet internet connection and you choose the 'Download updates while installing Ubuntu' option, this doesn't happen. Instead, the Ubuntu software updater usually finds several packages that require updating upon first boot which means choosing 'Download updates while installing Ubuntu' doesn't work.

If this can't be made to work so that no further updates are required on first boot then this option should be removed from the 18.04 installer because it doesn't do what it claims.

Thank you for taking the time to report this bug and helping to make Ubuntu better. It seems that your bug report is not filed about a specific source package though, rather it is just filed against Ubuntu in general. It is important that bug reports be filed about source packages so that people interested in the package can find the bugs about it. You can find some hints about determining what package your bug might be about at https://wiki.ubuntu.com/Bugs/FindRightPackage. You might also ask for help in the #ubuntu-bugs irc channel on Freenode.

To change the source package that this bug is filed about visit https://bugs.launchpad.net/ubuntu/+bug/1735023/+editstatus and add the package name in the text box next to the word Package.

If you look in /var/cache/apt/archives after installing Ubuntu you'll notice that the packages were in fact downloaded, they just have not been installed.
