In the Master promotion, periodic-tripleo-ci-centos-7-multinode-1ctlr-featureset00{5-8}-master
jobs are failing the overcloud deployment with the following error:

Error: The following files were not found: /usr/share/openstack-tripleo-heat-templates/ci/environments/scenario00{1-4}-multinode.yaml

This failure was detected on 11/24 but there was an undercloud install failure before that may have masked this failure earlier.
