Tests are always good as all old references count as "Always failed"

Hi,
I loved to use the bileto service at times were the assumption was that this is a LP-Infrastructure special behavior in a test to iterate without polluting -proposed.

Recently - I'd say 8-12 weeks this doesn't work anymore.
Instead after it enqueued the tests it returns soon and lists them as good.
But what really happens is that all references it compares to are considered "Always Failed".

That wouldn't be too bad if you could still get to the results of the tests, but you can't.
It is just usless atm to do these tests.

I tried to use a non-bileto ppa, but it is the same at least for artful.
