Volume control always on top

Hi everyone,

I'm running Lubuntu 16.04.3 LTS and I don't think this problem occurred in previous versions.

There is a volume control icon in the panel at the bottom of the screen, when you click on it it brings a control bar and a mute box that can be ticked.

Usually the bar and the box would just vanish when you clicked elsewhere on the screen, but for me now it stays there until I click the icon again.

Worse: it stays on top of every other window, including fullscreen applications.

Has anyone seen this before or would have an idea of something to try?
