Bug Description
The idea is create an option to upload and install a .snap file so people could use his Snap without send to a store (even a private one). This is good because allows to test a new developed Snap on the wild and also some people with few machines can install some self-developed Snaps manually.

Would be nice to have a open file dialog box to upload local Snaps and also a URL box to do remote download.
