Customize and configure the Dashboard in horizon

Bug Description

- [x] This doc is inaccurate in this way: The documentation states that the 'openstack-dashboard-ubuntu-theme' package can be removed to revert to the default Horizon theme. However, that package did not appear to be installed on my system via the 'openstack-dashboard' package.

In local_settings.py, modifying 'DEFAULT_THEME' from 'ubuntu' to 'default' and restarting Apache seems to work just as well, and may be more reliable approach.

It seems to me that this Ubuntu-specific direction be moved out of the vanilla admin guide entirely , and if it were still relevant to Ubuntu's horizon packaging that it be documented on Ubuntu's site.
