docker restart or machine reboot can cause docker daemon to exit

There is a low latency issue which appears to occur more often when you have a container that restarts often where:

1) user restarts the docker service with systemd, or reboots a node
2) docker starts up, and then promptly gets stopped by systemd
3) You see something like this in the logs:

Nov 17 14:16:42 controller-2 systemd-machined[4873]: Machine c8a401499ab88f44796ced1216efc76c terminated. FOOBAR: Unit file docker.service
Nov 17 14:16:42 controller-2 systemd[1]: Stopping Docker Application Container Engine...

    Set disable:true for oci-machine-register

    This is meant to help resolve an issue where systemd would stop
    the docker service incorrectly. Often seeming to occur when a container
    was in a restart state.
