docker restart or machine reboot can cause docker daemon to exit

Bug Description
There is a low latency issue which appears to occur more often when you have a container that restarts often where:
1) user restarts the docker service with systemd, or reboots a node
2) docker starts up, and then promptly gets stopped by systemd
3) You see something like this in the logs:
