Bug Description

It should be possible to view the logical status of a user request at a glance without having to investigate the state of the corresponding line item and/or hold requests. Just exposing the hold status and order status may not be enough; the documentation for user requests implies that the use of the rest of the acquisitions system should be optional. So as part of this, we'd also need a way to manually adjust the status outside of using purchase orders.

I think I've talked myself out of one aspect of this. The documentation says "You can track these requests within Evergreen, whether or not you are using the acquisitions module for other purposes.", but really, if you're not using acq, all you can do is record the fact that someone wants something, and not much else. I was thinking you'd still have the hold request side of it, but you don't without a purchase order to trigger all of that.
