overcloud v3 rc file still being created

Now that we're into queens and keystone v3 is the only thing now, we do not need to continue to create a different file for v3 in the tripleoclient. We should remove the <stackname>rc.v3 file creation since the <stackname>rc file should be keystone v3 compliant.

    Always use overcloudrc, it is now v3 by default

    The v3 file is going to be removed as it is no longer needed.

    Revert "Remove the overcloudrc.v3 file"

    This reverts commit 977bc6f1b864c2cee9a92c9de1acee109d5e0195.

    The original change is backwards incompatible since it removes the
    overcloudrc v3 file without any deprecation.

    We've been deploying with keystone v3 for some releases now, so it's
    time to get rid of this file; given that it's the same content as
    overcloudrc.

    Stop outputting overcloudrc.v3 from workflow

    This is no longer needed as we've ship keystone v3 by default for some
    relaases now. overcloudrc has the same content.
