config-download generates invalid yaml if swap enabled

Bug Description
When using config-download with the enable-swap.yaml environment. It generates an invalid yaml file for some nodes.
Running the ansbile playbook gives out the following error:

Upon inspection of the file it seems that the name of the variable is empty:
