Patron Acquisition Request Pickup Library not editable under certain conditions

Currently, in the Dojo interface, when you create a new request, it defaults the Pickup Library field to either the home or workstation lib (not sure which, and it doesn't matter), and makes the widget read-only (with just the database id for the org displayed). When you edit a request (by double-clicking the row in the request search interface), this widget is similarly constrained _if_ the row was just added to the grid via the Create Request process. If the row was rendered on page load, then, instead, when editing the request you get a properly labelled drop-down menu for the Pickup Library.

I actually hope we get to the reimplement this whole interface in Angular soon, and I'm just documenting the bug for reference.
