agent/vrouter/ksync for Windows

Mixed changes related to agent/vrouter/ksync on Windows:
1. Fixed bug in test_vnswif.cc that resulted in reading freed memory
2. Removed "vnswif_listener.h" include where not necessary
3. Added os_guid_ field handling
4. Stopped vnsw_interface_listner_ from initializing on Windows
5. Implemented shared memory with DeviceIoControl call
