Setting priority to High as it's blocking patches with release notes from merging, at least on stable/pike.

I thought this may be due to https://github.com/openstack/tripleo-validations/blob/master/releasenotes/source/ocata.rst and branch references in Zuul v3 being slightly different, but a dummy patch on master ( https://review.openstack.org/#/c/521542/ ) has the release notes job passing, so perhaps not.

Looks like it was a spurious issue resolved by a recheck.
