Bug Description

Hi all,

I am using Contrail R3.2. I have a HA setup on 6 servers running RHEL 7.4: 1st server is an OpenStack node, 2nd, 3rd and 4th servers are Contrail Controller nodes, 5th and 6th servers are Contrail Compute nodes.

In Contrail GUI, I have created a Network Policy and I have associated it with a Virtual Network.
Then I have booted 2 VMs in OpenStack that use the respective virtual network and the respective network policy. Traffic works as expected.

From Contrail GUI, I am able to edit the Network Policy while all Contrail Controller nodes are up.
I reboot a Contrail Controller node and while this node is rebooting, I edit the network policy:

- if Chrome is used, then the Edit Network Policy window is properly displayed.
- if Firefox is used, then the Edit Network Policy window is blank (please see attached printscreen)
