Bug Description

Using Plank v.0.11.4 (installed from default ubuntu repo) under Ubuntu Mate 17.10, the Panel icon occasionally appears without user intervention when the "Show unpinned" setting is enabled. The icon remains in the dock, has no visible effect when clicked, and can only be removed by opening preferences and disabling the "Show unpinned" setting.

Re-enabling the "Show Unpinned" setting does not cause the icon to immediately reappear, but it does eventually reappear at some point. The reappearance is not associated with any user-related panel activity, such as changing an existing panel or opening a new one.

I can confirm this being the case in Mate 18.04 beta too. On mate community discussion it is said it is a bug in Plank iteself.

The same bug also appears if you launch an application that "closes" in tray, like psensor.

Proposed solution: Add the possibility to configure "ignored applications". The applications marked as ignored will never show up in dock.

This has actually been a problem since the latter part of Ubuntu 16.04 of 2016. It thinks the panel is a App and when you left click the panel icon in plank, it minimizes it. Back then I was using Ubuntu Mate and I can concur it's still around today and has never been solved and probably never will be.

I don't remember what I have done but after I install libremenu(menu editor) to detect and delete some error shortcuts which don't have path to execute (also be default shortcut) that make briskmenu crash on boot, I don't get any panel icon in plank whenever I neither edit panel or press alt+F2 anymore. Hope this will help you!

I have the same issue on Debian 10.3 with MATE.
Strangely enough, I have another laptop with the same setup, and I have never seen it there, I didn't even know this issue exists. Not sure if any of the apps I have installed make the difference (I don't have the above mentioned libremenu installed, i don't even see it in repos).

The best way to fix this issuse is simple.
just follow these steps-

First install dconf-editor by running "sudo apt-get install dconf-editor" in terminal.
After that search dock
And scroll down search current-workspace-only option and enable it.
And you Done with this ENJOY!
