rename no longer included in perl package, but still linked

typing "rename" in a terminal responds with...

The program 'rename' can be found in the following packages:

 * rename
Ask your administrator to install one of them

...but perl is already installed. Internet reports suggest this has started in 17.10.

I was able to recreate this Ubuntu 17.10.
