The plank and wing panel not loaded after I login

Bug Description
After I manage to login to my ElementaryOS 0.4.1 Loki I waited for a moment to realize that neither plank and the top wing panel show up. I then reboot my PC and after login same thing happened again. The I press Ctrl+Alt+F2 to access the terminal since none of the keyboard command seems to work inside the GUI because I cannot even switch workspaces.
I tested whether the plank is activated or not using :
ps aux | grep plank
and did not received any answer (it came back to my command prompt)
I try to reboot my computer 2 times more with the same condition occurred again. Then in the third time I access the terminal and put the same ps aux | grep plank and there it is shown. After that I log back to my GUI and the plank finally showed up following with the wing panel.
Although this is not always happening it still a problem for me? Is there any solution? Or do I have to re-install the whole ElementaryOS Loki?
