Bug Description
[2.3rc2, UI] When DHCP is disabled there shouldn't be a value for the primary controller
When DHCP is disabled the controllers are not providing any services to this VLAN, so the primary controller field is redundant and it would be better to hide it.
Bug description:
* Current result:
Given I am in the DHCP section in the VLAN details
When I see the Primary controller value
Then I can see a controller (name) assigned as primary controller
* Expected/ correct result:
Given I am in the DHCP section in the VLAN details
When I see the DHCP section information
Then I can't see a field primary controller
