sync latest version to bionic (all Delta is integrated)

Bug Description

We had taken Delta for test issues.
In detail that were:

The latter was indirectly fixed by
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=860031

But overall all Delta-need is gone, we can sync 2.8-1 as part of out Bionic work on postgresql.

Triggering the sync now, we need to cleanup for pg-10 anyway once the tests queues are reasonably short again.

This bug was fixed in the package postgresql-plproxy - 2.8-1
